A toolbar link can help to surface the course syllabus / outline for easy reference by students.
Though there are many ways to go about this with Sakai, steps which leverage Resources and Web Content are quite speedy and approachable.

Upload your syllabus to Resources
Detailed steps are available in the Upload files to Resources page.
Click Actions > Make Web Content Link
While still viewing the Resources tool:
- click the Actions menu associated with the file you've just uploaded
- click Make Web Content Link
Enter a title and click Add
- enter a Title for your web content link. This is the title that will appear listed in the Tool Menu of your site.
- click the Add button to add the link to your site menu.
